![]() |

The Hajj people limited and the world Hajj and Umrah Convention has
initiated a COVID-19 free Hajj solution program which begun on March 25,
2020 and is expected to last for forty days and expected cost is SR
950,000 .The project tittle is dubbed 'The Masked Hajj Doctrine 2020'
with the purpose of Producing Hajj 2020 feasibility and action plan.
Preserving a healthy Hajj and Umrah cryptosystem is the main objective
for the project targeting Regulators, Policy makers, Pilgrims and
Businesses.
Executive Summary
A
COVID 19 Free Hajj is possible, provided the right measures at the right time
are applied. However the success rate is largely dependent on “Government &
Public Will” both here in Saudi Arabia and abroad. Our best-‐case scenario
suggests, that no more than one million pilgrims be eligible to perform Hajj and
stay for no more than a 14-‐day period.
Further
investigation and study is required to accurately qualify our findings and
unearth new possibilities. The aim in producing “The Masked Hajj Doctrine 2020”
is to support decision makers with alternative facts and solutions, practical
in application, supported by scientific findings, mathematical rationale and
empirical assessment across each Pilgrim touch point.
Problem Statement
Within
125 days we arrive at the precipice of Hajj 1441, with the entire Hajj
Ecosystem paralyzed, unable to plan, prepare, execute, commit finances and
resources, direct or operate as normal, deteriorating. The international
community requires direction and policy makers in Saudi Arabia require
factual forecasts, metrics and unique insights, local and foreign, to assess
risk and agree upon a working model suitable for all stakeholders, national and
international.
The Solution
A
pragmatic approach is required, applying academic and operational intelligence,
basing strategies against forecasts in real time, instating effective
communication with all stakeholders across; social, commercial, political,
educational and religious divides. Simultaneously producing policies and a
regulatory framework, factoring in the risks posed by COVID 19, the level of
precautions, measures, commitments, protocols and training modules to be
introduced within 30 days.
Deliverable, Expected Outcomes
& Benefits
Our team is
qualified technically to address the stated problem and bring forward
the necessary solutions, with over 75 years of combined experience in the Hajj
and Umrah sector.
